How do I untar the Arc file?

I want to install Arc, but I don't know how to untar this file: http://ycombinator.com/arc/arc2.tar I've tried searching Google, but I haven't found any clear advice.

If you are on Windows, download 7-zip (http://www.7-zip.org/). Then right click on the file, and choose 7-zip > Extract Here.

If you are on Mac, Linux, Unix, etc, you should be able to use the following command at the terminal

  tar xf arc2.tar
