Arc based on?

I read on the 'getting arc' page that Arc is using the code base of PLT-Scheme. My preference is that Arc be based on C (the universal assembler) rather than the recently renamed PLT-Scheme to Racket.

Is there any small lisp that is based on C that I can explore and extend? My preference is something that has or can be easily extended to include sockets.
